All white dress; elbow length sleeves; long skirt; sleeves of heavy Irish lace - 2 vertical panels with an inset of heavily embroidered flowers, 1 inset of plain lawn; ball and lace fringe on cuffs and around fold over collar; high rounded neckline; V back with snaps; 1/2 open waist and side with hooks and snap closures; triangular band of lawn with heavy embroidery and net inserts above waist; 6" horizontal panel of Irish lace at waist; plain gathered lawn with 2 corded top ruffles; 4" lace inserted panel with ruffle at base with scalloped edges heavily embroidered over Irish lace panel; full net lining

Provenance - made of the Phillippines for Mrs. Liggett's grandmother in 1900 who's husband, Lt. Col. Hugh D. Gallagher, was stationed there on the Governor's staff at that time
